Raising Caps and Fees to pay for National Air Port Constructions Projects.

Mr President lets raise fees to pay for Airport Construction Projects.

Allowing the Airline Industry to raise fees should be okay. With a condition, The Cities Mayors must reduce construction costs with the contractors. The savings from the constructions costs has to go to new security measures (screening devices, security software, etc.....)
